FINQ Membership Rules & Regulations
Article 3 – Membership
Membership in Federation of Indian Nurses in Qatar (FINQ) shall be open to any Indian nationals residing in Qatar with a valid resident permit and person who believes in the Association’s aim and purpose as defined above, is willing to foster and promote such objectives, and will pay a fee of QR 100/- per annum.
Article 4 –Admission Procedure
4.1 Any Indian national eligible for membership under these regulations and desirous of becoming a member shall send an application to Federation of Indian Nurses in Qatar (FINQ).
4.2 The MC may refuse any application for membership or may admit the applicant to membership of the Federation of Indian Nurses in Qatar (FINQ) as it may think fit.
Article 5 – Membership Subscription The Membership subscription rates will be decided by the Federation of Indian Nurses in Qatar (FINQ) Council from time to time.
Article 6 – Suspension and Termination of Membership
6.1 If a Council Member is convicted of a criminal act or indulges in any activity where his/her association with the council will be detrimental to the interests of Federation of Indian Nurses in Qatar (FINQ), impeachment proceedings may be initiated against such member on receipt of a written request signed by at least 1/3rd (one third) of the total Council Members or even at the desire of the Managing Committee or Patron. A meeting of the Council shall be called to deal with the situation.
6.2 After 4 weeks of the receipt of such request, but not later than 6 weeks, a Special meeting of the Council shall be convened to look into the matter.
6.3 A Council Member can only be impeached if 1/3rd (one third) of the total Council Members attend the Council meeting and pass a majority vote in favor of the impeachment. In case the impeachment resolution is passed, the member shall be notified in writing and he/she shall cease to be a member of the Council. The member against whom the impeachment movement has started shall not be allowed either to attend the meeting or to vote.
6.4 In the event the activities of a member of the Managing Committee are proved to be detrimental to the interests of Federation of Indian Nurses in Qatar (FINQ) , the rest of the Managing Committee may pass a resolution by 2/3 majority, recommending removal of such member from the Managing Committee. Such recommendation will then be considered by the Council.
6.5 If the Council passes the resolution by simple majority in a meeting attended by at least 1/3rd (ONE THIRD) of the total Council Members, such member shall cease to be a member of the Managing Committee.
6.6 The Council shall meet at least once in a year through an Annual General Meeting to discuss and review matters pertaining to the affairs of Federation of Indian Nurses in Qatar (FINQ) and to monitor and guide its progress.
Article 7 – Cessation of Membership
7.1 A member shall ipso facto, ease to be a member of Federation of Indian Nurses in Qatar (FINQ) on its dissolution.
7.2 In case of Institutional Members whose current year’s subscription remains unpaid after three months from the close of the immediately preceding financial year, the member shall be informed that the question of cessation from the membership due to default in payment of membership subscription will be put up before the Council and unless it is paid within 30 days of the date of letter, it shall be removed from the membership of Federation of Indian Nurses in Qatar (FINQ).
Article 8– Resignation
8.1 Resignation of Council Member:
8.1.1 A Member may resign only at the time of final departure from Qatar with reasonable notice period in writing to the President. Provided the member has no liability towards Federation of Indian Nurses in Qatar (FINQ). The President shall accept the resignation and the Member shall be notified in writing, about the acceptance of the resignation.
8.1.2 Resignation from the Management Committee: A Management Committee member can submit his/her resignation in case the member is leaving Qatar for good or is unable to continue as Member due to work pressure or any other personal reasons, provided he has no liability towards Federation of Indian Nurses in Qatar (FINQ) . The President shall recommend to the MC for acceptance. Upon acceptance of the resignation by the MC, the President will inform the Council members in writing of the acceptance of the resignation.
8.1.3 If a Management Committee member elected by the Council submits his/her resignation within six months of the election, the member who secured the next highest votes shall be chosen to fill up the vacant position. Else election shall be conducted for the vacant position, provided the remaining period of Managing Committee is more than six months.
8.1.4 In case the President wishes to resign, he/she shall tender his/her resignation to the MC through the Vice President. In such case, if the Managing Committee’s remaining tenure is more than six months, election to be conducted to fill up the vacant position. If not the Vice President will act as the Acting President. The same shall be intimated to the Council members in writing.
8.1.5 Any Managing Committee Member who fails to attend three regular Managing Committee Meetings consecutively without any intimation in writing shall be disqualified from continuing as a Managing Committee Member and as a result shall be removed from the Managing Committee. However, such Member shall have the right to make a representation to the President, whose decision shall be final and binding. The vacancy arising out of such instances shall be filled by the procedures laid down under the Clause 14.16.3 of the Federation of Indian Nurses in Qatar (FINQ) Constitution.
Article 9 – Re-admission The Council shall have the power to re-admit a Member subject to such terms and conditions as may be stipulated by it. Article 10 Undertaking On admission, a Member shall be deemed to have undertaken to abide by and to be subject to the constitution and Rules and Regulations of Federation of Indian Nurses in Qatar (FINQ) in force from time to time and also the Code of conduct adopted by the Council.
